I’m aware that getting server space, a domain, and installing WordPress isn’t something the casual user will do.

You are right, of course, but just to point out that WordPress does install and run (without nice permalinks) on free.fr, so the two of the three steps you mention aren't necessary for a casual user.

You should have a look at SquareSpace, which is high end.

I use Viabloga for my personal blog and Squarespace for my pro blog. Both are terrific, and well above competition.
